To suit the need of the reform and opening-up and the accelerated pace
of economic construction, approved by and registered in the Ministry
of Civil Affairs in china, China National Association of Engineering
Consultants (CNAEC) was formally established in Beijing in 1992.
CNAEC is a national and non-governmental organization qualified
as a juridical association, consisting of independent voluntarily-united
engineering consulting firms and institutions, and individual experts,
scholars and consulting engineers experienced in consultation and
management in the field of engineering, technology and economy.
It is a trans-regional and trans-sectional professional organization
and represents China's engineering consulting profession in international
affairs.
CNAEC was admitted as a formal member of FIDIC (International Federation
of Consulting Engineers) in October 1996. It is also a member of TCDPAP
(Technical Consultancy Development Programme for Asia and the Pacific),
and its chairman is TCDPAP's current president.
In accordance with national laws, regulations, policies and social
morals, in line with the requirement of socialist market economy, sustainable
development and international practices, CNAEC is engaged in organizing
the study of important theoretical and practical problems relevant to
the development of engineering consulting profession, promoting exchanges
and cooperation among domestic and international engineering consulting
organizations, keeping on enhancing the capabilities and professional
moral level of the engineering consultants. CNAEC serves to foster and
develop the consulting market in order to advance the development of
the engineering consulting profession, to promote objective and scientific
decision-making and management in economic construction and engineering
projects in order to increase investment returns, and to improve the
international competitiveness of Chinese engineering consulting profession.
Service Scope:
1. Study and explore the theoretical and practical problems about the
trends, objectives, policies and management in engineering consulting
profession.
2. As entrusted by relevant government department, undertake the management
of and draft the law and regulations in engineering consulting profession,
study and enact professional standards, quality standards, consulting
fee standards, model contracts and code of ethics.
3. Conduct the exchange and propagation of advanced consulting experiences
and managing experiences, appraise and award firms, institutions and
persons with outstanding achievement in engineering consulting, and
conduct technical and economic seminars and training courses in domestic
and international engineering consulting profession.
4. Represent China's engineering consulting profession in FIDIC and
establish relationship and sign agreements with related international
organization and engineering consulting organization of other countries
in order to better serve CNAEC members in their foreign business.
5. Promote the construction of engineering consulting information network,
edit and publish professional magazines and reference materials, and
exchange and propagate the information and market development in domestic
and international engineering consulting and construction.
6. Accept complaints about violations in engineering consulting regulations
and settle them according to actual conditions or in cooperation with
department concerned.
7. Defend and enhance members' lawful rights and interests in domestic
and international engineering consulting activities, coordinate and
resolve problems among members and among professions, submit proposals
and opinions of members firms, institutions and consultants to government
department and other related authorities.
Members and Network:
CNAEC members are widely distributed in China, most of them are first-class
engineering consulting organizations. 24 local affiliates and 4 preparatory
groups have been established in provinces, autonomous regions and municipalities,
with one professional affiliate of petrochemical industry, thereby forming
a basic network of the national engineering consulting profession.
Most of CNAEC members are first-class engineering consulting firms
and institutions, involve more than 30 sectors, and spanning 31 provinces,
municipalities, autonomous regions and 5 specially-listed cities. The
majority are state-owed firms; there are also non-state-owned firms
and joint ventures.

Geology, water conservation, coal-mining, petroleum and natural gas,
power engineering (thermal, hydroelectric and nuclear), highway, railway,
river and coastal harbor, civil aviation, post and telecommunications,
broadcasting and TV, iron and steel, non-ferrous metals, machine-building,
ship-building, automobiles, aerospace industry, electronics, chemical
industry, petro-chemical industry, medicine and pharmacy, building materials,
light industry, textile, foodstuff, agriculture, forestry, public utilities,
subway and light rail transportation, environmental protection and architecture,
etc..
Service Scope:
Preparation and appraisal of pre- feasibility study and feasibility
study report of investment projects, engineering prospecting and surveying,
project design and management, engineering bidding, procurement of equipment
and materials, construction supervision, post-evaluation of project,
specific study do economic development plans and consulting of regional
economic planning.
